Evelyn F. Ireland, CAE

Evelyn Ireland has more than 25 years of experience as a trade association CEO and 40 plus years of experience in the fields of government and insurance. She has been named by Insurance Newscast as one of the ten health care executives among the “100 Most Powerful People in the Insurance Industry.”  With NADP’s membership representing more than 90% of all the dental benefits covering 187 million Americans, she serves as the media spokesperson for the dental benefits industry and as a frequent speaker at industry and association events.  She maintains the Certified Association Executive (CAE) designation, which she earned in 1996. In 2000 she was featured as one of the seven outstanding female association executives by the Texas Society of Association Executives.  In 2003 she was profiled in ASAE’s monthly magazine for maintaining her edge through competitive rowing, but in recent years has turned to golf as her active athletic venture—trimming her handicap to 14.  She holds degrees in Fine Arts and Public Affairs. As Executive Director of NADP, Ireland provides broad management oversight to a full time professional staff of 10.  As the NADP’s first and only Executive Director she has been on the job for more than 22 years.  She has extensive experience in all aspects of NADP operations and plays a direct role in NADP’s centers of expertise: government relations, research and education.

Timothy L. Brown

In January 2003, Timothy L. Brown became NADP Deputy Executive Director with responsibilities for development and inter-association relations along with managing the work of the Codes and Clinical Workgroups of the NADP Standards and Transactions Initiative (STI).  Today, Mr. Brown serves as the NADP staff liaison to the American Dental Association (ADA) Code Maintenance Committee (CMC), serves on the ADA Dental Claim Form Advisory Committee (DeCFAC), serves as NADP staff liaison to the Executive Committee and Measure Development and Maintenance Committee of the Dental Quality Alliance (DQA), is a member of the Dental Workgroup of the International Health Terminology Standards Development Organisation (IHTSDO) and is co-chair of the Dental Workgroup of the Workgroup for Data Interchange (WEDI).  Tim also represents NADP as a member of Health Level 7 (HL7) and the ADA Standards on Dental Informatics (SCDI). Brown entered the dental benefits industry in February 1996 as Compliance Manager for one of the largest dental benefits companies.  In February 1998, Tim joined the National Association of Dental Plans (NADP) as Director of Government Relations responsible for monitoring and responding to state and federal legislation and regulations and managing various volunteer committees within NADP.  Prior to entering the dental benefits industry, Tim was a staff member and eventually Chief of Staff for a member of the Texas House of Representatives and worked for a Texas Governor.

emePrior to joining the NADP Government Relations team in September 2012, Eme worked with a national trade association managing regulatory compliance and grassroots advocacy programs. She earned her bachelor’s in political science and philosophy from Texas A&M University. Eme oversees all federal and state legislative and regulatory affairs for NADP.

Artur Bagyants
Government Relations Analyst

Artur began his work in government as an intern at the Kansas House of Representatives, and subsequently held positions at the office of then-Governor Kathleen Sebelius and the Kansas Legislature’s professional staff. Immediately prior to joining NADP, Artur worked as an attorney and consultant, assisting elected officials and other clients with public policy development, government relations, communications, and more. Artur has a master’s degree in public administration from the University of Kansas and a law degree from the Washburn University School of Law.


Jerry Berggren

Jerry brings over 20 years of experience in market research, strategy and analysis to his role at NADP.  Prior to joining NADP in 2004, Jerry worked in market research and advertising in healthcare, financial services and electric utility industries.  Jerry earned his BA in Political Science from Louisiana State University and his MBA from Tulane University.

Rene has over 20 years of experience in association management.  She served as communications and membership director for both trade and professional organizations.  Prior to joining NADP she served as communications manager for an association management company specializing in small business organizations.  She is a graduate of the University of Mississippi where she earned a B.S in Journalism and Advertising.



Brian Flynn

Brian brings over 15 years of experience in the healthcare industry. Before NADP, Brian founded K-Ten Solutions, a leading expert in document management including the paper claim to 837 EDI conversion process. More recently he was Chief Operating Officer at Affiliated Network Services. He has a B.S. in Mathematics with a concentration in Business Administration from the University of Notre Dame.


Shayne Leatherwood

Shayne has been with NADP for over 12 years as the office administrator, serving as the initial point of contact for general NADP questions including conference registrations and CONVERGE exhibitor or sponsorship opportunities.  Shayne ensures that the NADP office runs efficiently through her organizational and professional skills.  Prior to NADP, Shayne worked in various administrative duties in commercial real estate redevelopment, sales and marketing.

Jeremy joined the NADP team in October of 2011.  He previously worked in the legal field for 8 years as the Office Manager for criminal defense law firm and also was a Manager of Dispute Resolution for an arbitration company in Dallas. Jeremy grew up in the state of New Mexico and holds a Bachelor of Science in Management from New Mexico State University in Las Cruces.



Lauren Oakley

Lauren oversees all technology for NADP and is the main contact for technical support. She also manages, develops and integrates all NADP digital and web platforms. Lauren also provides multimedia support to all departments as needed which includes graphic design, video, audio or any other digital needs. Some of her other responsibilities include marketing and implementation support to various departments within NADP on communication and execution strategies for campaigns and messaging which includes social media and email marketing.  Lauren is also in charge of all NADP web advertising sales. Prior to joining NADP, Lauren worked for the Texas Dental Association (TDA) as the publications coordinator and the Texas Academy of General Dentistry (TAGD) as the communications coordinator. Lauren earned her Bachelor of Arts in Multimedia Journalism from the University of Texas in Austin and her Master of Science in Information and Communications Technology with a focus on website design and development / project management from the University of Denver.
